New Development at Breckinridge and Shiloh (South Side of Breckinridge)

The new Development client has been identified as Amazon. This will be an Amazon Last Mile Delivery Station.
City Plan Commission Meeting was Thursday, October 8 at 7pm. City Plan Commission meeting documents may be found here. Description of the New Development
Your Creek Hollow Board met with representatives from Seefried Properties with regard to a new development at Shiloh and Breckinridge.
The development will be on a 32-acre tract of land bordered by Breckinridge Blvd to the north, Shiloh to the west, and Research to the south. Fujitsu is located to the east of the property. The plan and map above shows where this development will be. This area is currently a field with a gravel walking path around it. It was previously going to be used to build a Data Center, but that did not go through.
Purpose of the Development
This is to be a “Last Mile Delivery Station”. That is, it is a package sorting and delivery site. Inventory would be delivered during the night by 15-18 18-wheeler trucks. Delivery vehicles (vans and cars) would be loaded during the day to make deliveries to destinations in the near vicinity. Its primary purpose is a production site for sorting packages for final delivery.
Benefit to the City of Richardson
The development is estimated to bring jobs to Richardson. They indicated it would provide 120-140 new jobs plus approximately 200 contract positions.
They are not asking for any type of tax abatement so will bring additional tax revenue to the City.
This project will also fund the cost of adding a traffic signal at the intersection of Shiloh and Breckinridge. This is an area that currently has a large number of traffic accidents so that will help the traffic flow.
Site Specifics
The site will contain a single one story building that will be around 50 feet in height with an overall building footprint of 141,360 square feet. Early draft plans showed this will include:
- 131,197 sq ft Warehouse
- 10,664 sq ft Support Area
- 15 loading docks
- 1318 parking spaces
The building elevation will be similar to Advocare.
An 8 foot screening wall will be built on the east side next to Fujitsu.
Berms and winding sidewalks will be built on the remaining 3 sides facing Breckinridge, Shiloh, and Research. The berms facing Breckinridge and Shiloh are expected to be around 2.5-3 foot in height. The largest berm facing Research is expected to reach 4-5 foot in height. The berms will include bushes, 3-inch caliper trees, and other landscaping.
The parking islands in the lot will also be landscaped with trees.
Existing median cuts on Breckinridge will be used so there is no need to remove portions of the median.
Traffic Flow
Large trucks will enter the site during the night. These will come in from George Bush Turnpike via Shiloh to Research where they enter the south side of the property. The truck docks are on the south side of the property and will be facing Fujitsu. The large trucks will come and leave during the night so will not be on the streets during the day. This will be around 15-18 trucks.
Employees will arrive around 7am. At this same time, they will begin loading the delivery vans in the staging area under a covered canopy next to the building.
Their operational timeline is designed to put delivery vehicles on the road outside of normal peak traffic times. The delivery vehicles begin leaving around 9-11am and stay out around 8 to 9 hours. That way they are returning after the evening peak traffic time. There will be no night time operation other than the large trucks bringing the inventory in overnight.
Large 18-wheeler trucks will enter and leave via Research / Shiloh.
Delivery vehicles will enter and leave via Shiloh. They will then head toward the destination neighborhoods in the nearby vicinity (“The Last Mile”).
The project will include a traffic impact study that will not only examine the impact of the immediate streets but will include all intersections within a few miles of the development. This will be presented as part of the plan to the City.
Timeline
This area is currently zoned industrial. The developers indicated they could work well within the current zoning requirements. The previous Data Center development had submitted a Planned Development (PD) for the area. This project needs a new Planned Development (PD) to replace the previous one.
Early talks have already begun with the City Staff where the City staff have shared numerous requirements in terms of traffic, noise, landscaping, etc. to the developers. The developers feel none of these are an issue and feel they can easily meet these requirements.
The current dates are:
- August 31 – Meeting with the City Staff
- September 8 – Submit Plans to the City
- September 29 – Final submission to the City
- October 8 – City Plan Commission reviews
- October 26 – Expected Approval to proceed
- Mid November – Start construction
- Mid to Late Summer 2021 – Open for operation

New Development at Breckinridge and Shiloh (North Side of Breckinridge)
The new construction being observed on Shiloh Road and Breckinridge is the second project attached to Holt Lunsford Commercial. It is to be located at 3100 Shiloh Road in Richardson. It will consist of two new warehouses totaling 174,720 square feet. Its timeline is expected to continue to September 2021 and will cost an estimated $7.5 million to build.
In order to correct some misinformation, this current construction on the north side of Breckinridge is not the planned Amazon Last Mile Delivery Station, which will be located on the south side of Breckinridge which is across the street from this construction site.
